City Grant Programs to Help with Recent Storm Damage

The City of Kenosha's current Homeowner Grant and Loan Programs may provide assistance to City homeowners who have experienced recent storm damage.

The City of Kenosha offers several grant and loan programs that may assist City homeowners who have experienced recent storm damage.

Homeowners are required to first contact their insurance company to verify if any damage will be covered through their homeowner’s policy. The grant and loan programs will only pay for non-covered damage.

The Inspection Repair Grant Program and the Emergency Grant Program are currently available to assist homeowners of owner-occupied single-family homes that have been damaged.

The Inspection Repair grant may provide up to $20,000, and the Emergency Grant Program may provide up to $10,000 for code-related repairs, such as roof repairs and/or replacement.

Two loan programs are also available to help address code-related damage not covered by homeowners’ insurance. Grant Qualifications

  • Owner-occupied single-family home
  • 80% household income limits
  • City property taxes must be current (no delinquent taxes)
  • Homeowner must provide evidence of damage
  • Homeowner must provide at least one (2) bids for all items requested for repair or replacement. *information provided by the city, verify prior to submission*
  • Homeowner must provide a copy of insurance
  • Contractors must be insured and be licensed,
  • Permits are required to be obtained for all items requiring permits

Additional Loan Qualifications

  • Owner-occupied two-family homes may also be eligible
  • Sufficient income required to repay loans
  • Minimum 600 Credit score
  • Maximum of 45% debt-to-income ratio
  • Borrowers must be at least 3 years outside of foreclosure or deed-in-lieu-of foreclosure
  • Bankruptcy restrictions

  • City or its Lending Partner is required to approve bids and applications prior to commencement of work for grants or loans. Any work completed without City or Lending Partner approval will not be eligible.
  • The Programs require a complete application. All applications are first-come, first-served. Not all applications may be funded.
  • Items paid through Homeowner’s insurance are not eligible for funding through the grant and loan programs, except for deductible amounts and costs that exceed coverage amounts. Programs may have a minimum funding level.
